It is the responsibility of the owner/operator of the equipment to comply with the regulations. Since January 2015 the
size of the refrigeration or air conditioning system that falls under the F-Gas Regulations is expressed in terms of
CO2 (carbon dioxide) equivalent. That takes into account the GWP(global warming potential) of the refrigerant in the
system relative to CO2. For example a system containing R404a of more than 1.3kg has to be tested once every 12 months
but a system containing R134a has to contain 3.5kg or more to fall under the same regulations.

Owners and/or operators of refrigeration and air conditioning equipment
above the 12 kW threshhold are required to have an Air Conditioning Energy
Assessment carried out every five years. There is a repeatable fixed penalty
fine for non-compliance issued by Trading Standards. This inspection must be
carried out in an 'independent' manner.
The inspection will comment on the maintenance regime and whether or not
you need to also comply with the F-Gas Regulations and/or Ozone Depleting
Substances Regulations (e.g. R22).
